If I purchase a single developer seat license, then another developer need to reference the generated assembly dll in his project only who do not use designer tools for code generation, does this developer need anohter license ??

You know, I don't think so. I always assumed that we were purchasing a license to use the designer. I am interested in the answer to this one.

You need a license to operate the designer, drivers, codegenerator, but not what it generates. So if person A generates code and person B references that in a project, person A needs a license as person A operates the designer and code generator, but B doesn't operate the designer/drivers/codegenerator, so B doesn't need a license.
