I installed the latest subversion and TortisSVN, but each time I try to check-out the templates (or copy to a working copy) I get an error or prompted for credintials.??

And if you fill in your credentials, does that help? You lost the credentials you filled in with the re-install I think.

Nevertheless, you should also be able to leave the boxes blank while checking out the source.

I don't know what credintials to fill in the boxes and if I leave the boxes empty I get a security error

I'll mail you the username/password.

For CHECKOUTs you indeed need to login. For exports (just grab the source and be done with it) you don't need to login. So if you use export instead you can also access the source.

(edit) I'll update the subversion version first to 1.3. It's still 1.1.4. now.

(edit) Ok, svn repository is back online.

(edit) haha . I just looked into the list of registered users with write access but you never requested write access on the subversion repository, so I don't have any credentials for you to mail . Sorry, I should have checked first before replying. You can just do an export and it will work now.
