Create new LLBLGen project from within Visual Studio 2022 using the Add New Item command. Project file is created, but the designer does not open. Double-click the project file => Exception has been thrown by the target of an invocation.

I'm sorry but I can't reproduce it.

I'm using LLBLGen v.5.10.0 and Visual Studio 2022 Enterprise 64bit (v.17.5.4).

It might be the exe isn't properly registered. The addin is a wrapper around the standalone designer and it gets the location from the registry. It might be the path hasn't been properly registered? Could you try reinstalling the addon using the vsix in the installation folder?
