v3 was mainly about the designer. We tweaked a couple of things, but not major stuff in the 3.0 runtime.

Yes, the lgp file is left untouched. The conversion template generates a new file to be used as project file for v3.
3) I've downloaded the demo but dont fully understand the target framework options on a new project, what are these ?

Which options exactly? Which target framework to choose or the output setting values? The settings per framework are described in the manual for that framework.
