0x00000080 - 0x000003FF (128 to 16,383) takes 2 bytes
0x00000400 - 0x001FFFFF (16,384 to 2,097,151) takes 3 bytes
0x00200000 - 0x0FFFFFFF (2,097,152 to 268,435,455) takes 4 bytes
