ProjectPropertiesEnableLocalSyncSourceOverrides Property

Enables/disables local sync source overrides. This setting is set at project load time when there's a .syncoverrides file, and then controlled by a checkbox in the sync window. This setting isn't serialized to the project file as it's a gui only setting.
